the commission responsible for overseeing unemployment insurance in Canada according the the Unemployment Insurance Act.

Type: 1. Origin The Unemployment Insurance Commission, or UIC, was created as a result of the Unemployment Insurance Act of 1940 (Campeau 2004: 66). The UIC consisted of three federally appointed commissioners: a chief commissioner, a worker representative and an employer representative, thus representing government, labour and employers (see the 1943 quotation). UIC commissioners held the authority to both make and enforce regulations of the Unemployment Insurance Act (see Maple Leaf Web reference) and were responsible for reporting to the minister of labour (Campeau 2004: 66).
Although the name of the commission is generally recognized as being introduced in the 1940 Unemployment Insurance Act, the term was used earlier (see the 1935 quotations); these examples coincide with the Conservative Government's passing of the "Employment and Social Insurance Act" in 1935 by Prime Minister R. B. Bennett (see Maple Leaf Web reference).
The program is now overseen by the Canada Employment Insurance Commission, or the CEIC (see the 2013 and 2014 quotations). As seen in Chart 1, the term is most frequently used in Canada; note that many of the US sources appear to be referring to the Canadian system or the Unemployment Insurance Commission of Canada.

1941
Selection of R. G. Barclay of Ottawa, formerly of Calgary and Winnipeg, as chief insurance officer under the newly-established Unemployment Insurance Commission, was announced by the Civil Service Commission today.
1943
The Act is administered by a Commission of three. Of these, other than the Chief Commissioner, one is appointed after consultation with organizations representative of workers, and one after consultation with organizations representative of employers. The scheme is in fact a co-operative enterprise between employers and workers under Government supervision and direction, and it is hoped that this co-operation will be extended and will develop to the mutual advantage of workers, employers and the public generally. [...] Powers of Unemployment Insurance Commission. The Commission is a body corporate with power to contract, sue and be sued and to acquire, hold and dispose of personal property, and, with the approval of the Governor in Council, real property.
1977
A spokesman for the Unemployment Insurance Commission said last night the estimated $90-million in UIC overpayments mentioned in the report represents about 3 per cent of the $3.36-billion paid out that year.
1987
The present four-member UIC board be replaced by a new 10-member national board to watch over the administration of unemployment insurance;

Allan Cooper was born in Moncton in 1954. His father worked for the Unemployment Insurance Commission (now the Canada Employment Insurance Commission), his mother was an educational consultant.
2014
The Unemployment Insurance Commission (UIC) was created in 1940 with the passage of the Unemployment Insurance Act and was responsible for the operation and administration of the Unemployment Insurance Act and Program. The UIC was replaced in 1977 by the Canada Employment and Immigration Commission.
